England and Wales use ONS Census 2021 built-up areas, with London from Nomis Census 2021 population data. Scotland uses NRS Census 2022 localities. Northern Ireland uses 2011 populations for NISRA 2015 settlement boundaries. These years and geography definitions differ, so this is a practical population-based selection rather than a same-year UK census ranking.
